To wish our anti social behaviour laws were more robust/better enforced?

I have twice before had problems with noisy neighbours. Lived here 5 years with very few problems. Now next doors teen son appears to have hit age his parents are happy to go away for the weekend and leave him alone (think they've a caravan somewhere) so he's partying every weekend and if he gets an empty in the week too!

Music blasting through our party wall right now, taxis sounding horns for guests as they leave...argh! Wardens have been out result - music louder!! Plus they've banged on the wall! Another neighbour has just been round to complain - shouting and music even louder after he left!

Previous experience has taught me that council, police etc do very little in these circumstances so people like this know they'll get away with it.

Surely council/police should be able to issue a fine immediately?

Yes the powers aren't enough.
I do think they can seize the equipment for repeat offenders.

Take some video to show his folks how loud it is...if they will care.

Police can't do anything as its civil/environmental rather than criminal. If they're inside their own house that is, if they're on public land then it's police. The best bet is to keep a log of when you have noise issues, and report to the council. They should be able to issue a warning, and then if it continues they can take it to court. You might get to have noise recording equipment in the house too to monitor the noise levels. They can do a lot, but it's a painfully slow process and takes a lot of persistence. If you can get other neighbours to complain as well, it would help your case.

I'd speak to his parents too, see if they can help

YANBU. It's ridiculous that everything takes so long and it must be far more expensive for councils than just sending a warning notice initially and maybe a fine after 3 strikes or something. With something in place to cover malicious complaints of course, too early for me to think of what... But it really needs to be a lot quicker and simpler!
