Neighbours not walking dogs

What would you do?
We moved in 3 months ago, ndn have two boxers, we share a wire fence with them.
They have said they walk the dogs for ten mins only twice a week, I'm a sahm so I'm often out in the back garden where I see the dogs.
They seem so depressed, garden is small, they don't even play with each other or get excited when they're called. Neighbours have two kids who mostly ignore dogs.

Would you do/say something? I feel so sorry for them, they just lay around all day.

I was thinking of asking if my daughter and I could bring them for a walk, my sister is adamant I should report them and the dogs need to be walked at least once a day, I'm leaning that way too the more I see them.

They are clean and well fed

I worry for my neighbours dog which is a mix of two working breeds. It is never walked despite us living next to two massive parks. They don't even let it into the back garden.

I used to walk all over with ours. Neither had been well looked after before we got them and had poor recall, so anything off the leadceas out of the question, but we went into parks, along river banks, into woods and everywhere. The setter had a thing for dead hedgehogs, mind. She always found the bloody things, even if I knew where they were and tried to avoid them.

I have a neighbour who got a little black dog for her son who is spoiled Rotten and no one interacts and plays with it, neither does it go for walks, only once in a blue moon. It is continually whining and barking and in distress. The son only aggravates it and makes it bark. They also shut it in a small crate in the kitchen when they go out It whines and barks almost constantly, The owners sometimes shout to it to shut up but does nothing to interact or play with it. It plays by itself in a very small garden where there is very little space as there is a huge swimming pool in it, The dog is distressed and unhappy and needs a walk. I feel really sorry for the dog as it has no life and obviously his needs are not met, The son is not interested in it and the owners aren't either. The poor dog is not happy.

I did not realise it was 9 yrs old. You saw it so I am sure other people saw it too? How do you know how old the thread is?
