At another party. Is there not an unspoken code that if you leave your jacket on the seat. The actual seat mind, not the back, that the chair is yours?... especially when there are plenty of others..

Nope. If you arse isn't on the chair, anyone elses can be. Unless its at a dinner table or whatever.

If there are personal belongings on or under the chair then it's taken.

At a party people tend to move about so no you can't reserve a seat by leaving a jacket there.

If it's at a dinner party that's pretty formal, yes. If it's a mingling type party, no, fine to move stuff (respectfully) and sit down.
