Are countries more or less likely to cooperate in the wake of a crisis?

Just an idea I am musing with. And my partner disagrees..

Eg financial or refugee crisis.

Do you think they are more likely to cooperate to relieve the crisis?

Or more likely to look out for own interests out of fear/self preservation.

It is interesting watching how it all pans out between nations...

Aibu or overly optimistic that I think international cooperation is more likely?

Sitting on the fence I'd have to say it'd depend on the country and depends what you mean by cooperation

So isis might bring the US and Russia closer together in that their aims are against similar targets now, but it also shows up the tensions between them and it's such a volatile situation that the slightest thing could spark a major rift.

The way isis behaves puts most countries on the same side, but then each country is then at the mercy of having to go with whatever consensus has been reached, which might conflict with any specific local problems they're having to deal with.

No way would I be a politician or be in any kind of powerful role, I just couldn't be arsed with it all

Less likely, imo, because they put the short-term interests of their own people first above things like international solutions: in democracies, politicians care about getting re-elected, so tend to choose popular but short-termist policies, rather than difficult, long-term ones. The populace wants to see personal results quick. As a result, states operate in their own self-interest, rather than in the collective interest, even if, longer-term, operating collectively would make better sense and have better outcomes.

Hmm, well I know what I meant, anyway!

They are probably looking around for a Muslim figure to replace ISIS and sell them lots of oil at present.
