To find neighbour's request entitled and rude

I moved into a council property a couple of months ago (maisonette, house turned into two flats). My upstair's neighbours own a taxi rank so take up all the available parking spaces directly outside the flat with 5 people carrier type taxis and 1 estate one, which means we have to park on the other side of the culdesac which has a massive grassy island in the middle of it. We struggled like hell to move our stuff in. I'm 32 weeks pregnant and have bad SPD so struggle walking far distances at the best of times, and I would love to be able to park outside my own home anyway.

One day there was a space infront of our flat because one of the taxis were being used and we had some more boxes to move in so it was ideal. I didn't think this would be a problem but the next morning we got a knock on our door. It was the upstairs neighour, he asked my OH to move his car so he could park his taxi outside. OH not wanting to get off on bad terms with new neighbours he moved his car. Now I am thinking what the hell. They can't tell us where we can and cannot park our car, especially when we're going to be lugging a child/travel system/loads of shopping out of it. I imagine he likes to park them there for security reasons but it's still really rude and inconsiderate of the other residents. The parking spaces aren't assigned to certain flats/houses but taking up all 6 spaces? Now that's just taking the piss. Please tell me i'm not BU.

I'd speak to him. Explain you'd like a place and why. If he's not agreeable I'd say you feel you've no alternative but to contact freeholder and council for advise but you'd really rather not.

Being of a wussy persuasion, I would go and have a friendly word with them, and say that you will need a parking space for your new baby? I would be concerned about getting on the wrong side of them to be honest.

I think even the most blithe 'it's a public road, people can park how they want' advocates might think this beyond the pale.

I was going to say it's pretty unusual to own all the vehicles himself, most taxi company owners use self employed drivers who have their own cars, don't they? And just give a cut of their earnings to the person who runs the premises/phones/advertising/bookings etc?

Anyway I am AMAZED that your partner actually rolled over and moved your car for him, when the parking is not designated his. WTF? Shock

Running a business from home is not illegal, but it might put him in breech of his tenancy agreement, the council might have a thing to say about business rates, his insurance will need to reflect it and his phone company would have different rates for a business. And that's just what I can think of.
So if you dob him in it will cause trouble.
The problem with speaking to him first is that you will have made him aware that you are unhappy - so if he gets grief from the council just after you have complained, he will know who's door to knock on first.

But cheap and not usually aimed at owners of a 5-vehicle fleet of cabs. But I believe once you're in you're in even if circumstances change and you'd never get a council house on current income and family size.

A taxi driver with 6 cars that rarely move? It's a front for dodgy dealings - I'll put money on it. Report to the council - and I'd probably be tempted to phone HMRC cos he is being an arse

The phrase you want is 'change of use'. He is changing the use of a residential area/house into a commercial one without the appropriate planning (unless he does have it, which I would be very surprised by).

I'd expect drug dealers to be nicer because they want their neighbours on side. Haven't had this myself but I knew someone who lived next door to a dealer and he was apparently the most friendly and helpful of people with all matters like this.

I once lived sort of next door to a pimp. Lovely bloke, as a neighbour, I once borrowed a cup of sugar off him (this was before I knew he was a pimp) and he gave me a kiss on the cheek when I moved out. Odd.

Its Unknown to the council that they are running this business so they're going to investigate it and have told me to not move our car if they ask and tell them to move one of their taxis if we need the closest space whilst they look into it but they will probably get shut down or will be have to get garages for said taxis Grin
