I don't think it is allowed,

certainly not if they work there. most public sector jobs now have a rule you cannot smoke within half a km of council property, and lots of private sector jobs have similar rules about their own premises.

Only for the few months a year when the weather is nice. Otherwise they are welcome to stand outside in the cold.

Today I was sat in a huge beer garden, plenty of tables, with my family inc. newborn baby and 3 year old DD and a couple sat right next to us and lit up. We ended up moving tables. Bit of consideration wouldn't go amiss!
