aibu to think that this was heavy-handed (rubbish collection)

A few weeks ago, I put out my black sacks 4 hours early (not supposed to do it until 7pm) as going out overnight and had I left it, festering black sacks full of rubbish that cannot be recycled would have hung around for a month-although I DO recycle using their recycling bags. Fast forward a week or so and a letter arrives saying that 'evidence' had been found that I had done so. They'd actually gone through black sacks! The letter was not a polite reminder but full of legalese and threat of 100 fine if it happened again. Even this was not totally clear and until I rang them to find out, I was scared that I had actually been fined. I am livid about this. This is the VERY first time I've been in trouble with bin police. AIBU to be so annoyed?

Your OP is not clear. You left out the rubbish 4 hours early and the black bags contained items which should have been recycled? Is that right?
