to call on the wisdom of Mumsnet re pushchairs

The other day I was in my local corner shop and a young mother was there with her baby in a pushchair. When she tried to push the wheels stopped turning. The cashier said 'Don't worry, that often happens. The wheels don't grip.' The mother then proceeded to slide the pushchair round the shop. No one was in the least fussed but it was odd.

So, was the surface deliberately designed to discourage pushchairs or is this something that happens on certain types of flooring? The wheels did not leave marks.

I can't say I've ever given it any thought, to be honest. Spent the best part of a decade pushing pushchairs of one sort or another and it's never happened to me.
