Should i report these as missing?

My ex took my children on holiday last year. He still has their passports. I've asked for them back. He refused.
Our holiday is booked for summer.
Do I report them as lost?
Can I report them as stolen? (Probably not)
I know where they are, after all. I suspect he'll drag it out until a week before just to give me the stress.
I need to decide soon, as if I do get new ones I also need to get visas In good time.

Sorry. I went to sleep. I gave him 28 days two weeks ago, so I do still have two weeks. But I am fairly confident he wont return them on that date (he made a big fuss I fon't need them until Summer and seems to think they are 'safer' at his house).
Yes I have a stamped receipt from the check and send service when I got them.

I have 2 DD's. If I take the buying new ones route then he wont be able to use them again. Honestly he wont get them again anyway Angry

Why would they be 'safer' at his house?

It's so rubbish when this stuff happens, not even pretending it's for the children, just open warfare.

I cannot think of a reason why they'd be "safer". Certainly I have their birth certificates etc. It's his usual crap to be frank.

He thing is for new ones does your ex have to sign for the passport as well???
In Italy both larents have to sign the form- was just wondering.

No, he doesn't have to. I did require his passport details. But, thanks to ex related paranoia I do still have his details (in the box where the passports should be in case of any difficulties whilst travelling as they still have his surname).
