In the area near where I live the council have been having a 'clean up' operation wrt dog fouling, (it was a total mess before) and they have put notices up asking people to pick up after their dogs, and asking people to report persistent offenders.
I see 3 people who don't pick up after their dogs - one is a big thuggish looking bloke with a big thuggish looking dog (they're both probably gentle as lambs); one is a man who parks his car and never gets out, and while sitting he opens the car door lets the dog out to run around, do it's stuff, and then jump back into the car; and the third is a man on a motability scooter who has his two dogs running along beside him.
I'm not a dog owner (not that it makes any difference, except that I'm not walking around with my pockets stuffed with clean poo bags). I'd normally just ignore it but it is such a pity that after the areas has been cleaned up, there is still quite a loss of mess being made.
