Try not to be upset by your friend's actions, she's probably completely unaware of how much she is upsetting you. My Sister consistently forgets mine and my children's, she thinks it is acceptable to give a child a birthday card more than a month after their special day. I've accepted that she can't manage to get a card in the post for my birthday but I take the high morale ground and make a point of being early/on time for her birthday and that of her child. We just have to accept that some people aren't intuitive to our feelings. It is tempting to forget her birthday but then you'd be as bad as her. What is a card but a piece of paper that we look at once and then place in the recycling bin, it's much better that people find time for us. I'm not going to give her actions any more of my energy.
