Yes, it does seem a very sweeping statement to say anyone "does not have control of their thoughts or behaviour"
I'd say that would be very much on a spectrum from control to lack of control (and I've worked in mental health too)

If mental illness were a reasonable excuse for bad behaviour, I wouldn't have umpteen county court judgements against my name! ASBOs, or whatever they're called now, would never be issued. There would be no crime of harassment.

And people whose personal boundaries have been damaged by past abuse would get away with promoting current abusers ... oh.
