He's not mine, I look after him, he is lovely, his parents are busy...at the moment he can't see out to play/eat/investigate.

Pin it back with whatever colour clip or hairband you have if it's really getting in the way.

perhaps if mum and dad are busy you could offer to take him to the barber?

I would do it. If he cant see he'll fall or walk into something and will develop a squint over time.
