They are clipped in and don't wish to unclip. It's also a bit of a challenge to balance....challenge is everything to some! I can do it without all the wiggling around as long as the halt is momentary. I wouldn't bother with a prolonged slow speed wobble around.

It's called a track stand. Helps for a quicker get away when the lights change.

Cycling with cleats (shoes that clip into pedals) is much more efficient that not. Makes long rides easier and quicker. Very commonly used amongst reasonably serious cyclists.

Means you can get away more powerfully when lights change, useful when you have someone impatient at your area.

It is easier than upclipping, it helps you get away quicker when the lights change, and it is a nice little core workout to while away the time
