to think you have a right to a homebirth in scotland?

My SIL lives in Inverness and wants a homebirth but has been told they do not offer this service due to staffing and she needs to write a letter requesting one and see what they say.
I had one in august and knew they had to attend and I thought it was the same everywhere, can anyone please confirm.

Under the terms of the founding of the NHS, you are entitled to a home birth and the NHS must provide a suitable attendant. Various HAs have attempted to limit this, b there is no basis in law so to do.

I do not however know if it applies in Scotland in the same way as the rest of UK.
