It is dark by 5 so WHY have my neighbours only just started to let of fireworks now. They KNOW out of 5 adjoining, small, gardens at least 3 houses have very small children and 1 elderly couple. Even my guinea pigs are freaking out.

Because the weather last weekend was shit here, so Some people will have waited.

As for inconsolable 2ys, they get over it. They'll be inconsolable because you cut up their pear or broke their banana, tomorrow,

11.45 pm here last night, and I live in a circle of houses back to back with each other with gardens about 12 ft long. So the fireworks, far too powerful for the situation, are released from their garden and they abandon all responsibility for what happens to them after that. On people's roofs, in their ponds, burning decking, landing in the street.....
and yes, the people doing it at that hour of the night are drunk from the mad giggling and vomiting accompanying the bangs.
