Back burners are for more regular use as fill-ins; pilot lights are for when you need to ignite one quickly, for a fast warm-up.

Who or what is JSP? And what are these men being used for?

Is this essentially keeping someone "on the hook" for when you want someone there but you can dump them when something.better comes along?
