More a quick WWYD re child not in car seat on nursery run

I was walking DS to his new nursery this morning and noticed a little girl sitting on the lap of an older lady in the front of a stationary car (think they were letting another car through rather than being parked). They then drove along the road and parked in front of the nursery.

Little girl looked about three and was sitting on the woman's lap in the passenger seat with the seat belt over both of them. They then followed us into the nursery. I was a bit shocked at the time as well as wrangling several children so didn't say anything at the time but now feel sick at how dangerous this could be for the child re airbag and being crushed by the woman if there was an accident.

Not sure what I should do - speak to nursery staff? Speak to woman (possibly granny?) wise mumsnetters tell what to do before I go out to pick him up again!

Who was driving? Presumably they knew as well? I might mention it to the nursery, but if there are two adults in the family who are condoning it then there's probably not much you can do unless you have their number plate and can report to the police.

I have in the past reported young babies not in car seats to the police with the location and number plate and they have said they will try to find them (not difficult in cities with all the number plate recognition cameras) and if they can't they will go to the car's registered address to have a chat. They take it quite seriously.
