to think these flowers are for everyone to enjoy?

Our house looks onto a park that is maintained by the council. There are quite a lot of daffodils around which look really lovely and can be enjoyed by everyone who looks out onto the park, dog walkers etc.
When I was leaving the house today I saw a man and his son(?) picking most of the daffodils, systematically moving round the park. They weren't just picking a bunch, they had a massive armful and there were hardly any left where they had been! I asked him not to pick them all as they are for everyone - he was really annoyed and made various remarks about it not being my garden etc.
So was I being unreasonable?

Something tells me its illegal to do it but I may be way off there!

YANBU at all. It would be bad enough if they were picking wild flowers but daffs planted in the park are definitely not for picking.

Were they taking them to sell? One house I owned had the most beautiful flowers along the front. One night, the day before Mothers Day, I caught a parent and two children cutting them all down. They ran off with them, then the next day I saw them set up on the side of the road selling bunches of flowers!! I couldn't believe it.

They are for everyone and the response to the its not your garden comment should be, well its bloody well not yours either mate!

Someone in the nearest town to me photographed a woman picking flowers from a tub on the central reservation of a dual carriage way (whilst she was stuck at the traffic lights, not driving!) and sent it to the local paper. It was published and people were quick to name and shame her!
