to have brought a private company in re heating problems and council?

I have just had a bollocking from the heating engineer sent by the council for bringing in a private heating engineer to look at my oiler leak.

The story goes i am moving in to a new council house we look an ancient water heater out of the livingroom this was done by a private company as the council will not do this even through the thing was old filthy and sounded like a plane taking off i had the heating engineer in on tuesday to 'turn on and test' the heating he left but the heating never came on, i has someone back yesterday who said he fixed 5 leaks in the boiler but there was another leak elsewhere so i would have to lift all my brand new carpets for him to find it. He was coming back this morning.

I called the contact centre as advised to speak to them about damage to my carpets if there was any and would they pay to have them put back down (this should have been picked up tuesday before my carpets went down so i feel i should not have to pay for laying them twice) I called 3 times was not allowed to speak to a manager who were all in meetings so i decided to get the private company in again for a look to whick they found the leak was in the old fire pipes stopped it and the heating is on now, saving me lifting any carpets.

I have just called the council engineer and got a mouthfull because i didn't tell him the fire was there and i shouldn't have got anyone else in because it was 'his' job now he would be in trouble for not fixing it yesterday but it was my fault for not telling him about the fire. Now there is a huge fire shaped bricked up hole in the wall with an old fire and fire place in the hall so i would have thought he might have clicked, also the private guy said he should have looked the pipes in the cupboard for leakes before he started asking me to lift the carpets where he would have found the leak. TBH i think i did tell him about the fire but i can't be 100%.

So the end of the story is i got someone else in to check to see if i really needed to lift my carpets because 1 i felt something was a miss since down stairs had no water to show the leak which i thought was strange and 2 the council refused to confirm what would happen about any damage and re laying. AIBU in thinking he should have spotted it anyway and the should have called me back then i would never needed to pay privatly to have it fixed?
