to dispose of the mouldy pushchairs languishing in the Sure Start buggy store?

At my local library and Sure Start centre there is a buggy store with a keypad lock that is accessible from the street.
There are 2 pushchairs that have been in there since I have been using the store. DS is 16months, so that long, at least!
A few weeks ago while preparing for the battle of inserting DS into his pushchair I noticed out of the corner of my eye the particularly funky patterned straps on the nearer vehicle. Closer inspection revealed this to be a thick and bubbling furry mould on perfectly boring grey webbing. I informed the library and Sure Start staff of this at the time and continue to do so every time I go in.
Would I be unreasonable to remove and bin the health hazard pushchairs and possibly make way for some of the junk that I currently store in my shed?

I'd do it if I could. I don't know if it's the right thing to do, but crap like that annoys me to no end.

Would it be better to take the pushchairs out and leave them on the street for pissheads to play with, or put them in my car and take them to the tip (and look like a thief)?
