To expect fresh to be fresh and not frozen.

Have posted somewhere else about this so sorry.

Just had our grocery order delivered and our fresh chicken is slightly frozen, I know it is freezing outside but are the vans not supposed to regulate the temprature? Dp is now saying they could have been frozen in the first place. Wibu to complain about this?

No, you wouldn't be at all unreasonable to complain about it!

If you buy a fresh chicken you should have the option of keeping it in the fridge for a day before deciding you want to freeze it if you change your mind about when you are going to cook it, and if your fresh chicken has turned up already frozen you can't do that.

Isn't there a food poisoning risk if food is frozen than thawed and then frozen again?

They need to tell you about this otherwise you could get food poisoning. YANBU to complain.

Most likely the fridge in the van is running too cold.

We use one of those small beer fridges for extra milk and fruit juice, it's in an un heated storeroom and it freezes milk in cold weather.

You just need to check it's not frozen before you cook it and double check it is cooked before eating.
