AIBU to be annoyed with nursery over 'free' places

DS2 started pre-school last term for 2 sessions but only qualified for his funded place this term. They have always charged a top-up fee for funded placed so whilst our bill has dropped significantly, our income has too so I only upped him to 3 sessions (bill for term was still £130) not using my full free funding allowance.

During the summer holidays they sent an email round saying they have just been informed by our LA that they have to change the structure of funding so all over 3's can in fact have 5 sessions fully funded ie no top-up if we pick-up 15 minutes earlier. So I request a further 2 sessions only to be told they are fully booked until sept 2013 when he starts school. AIBU to be highly sceptical that the LA would announce this 2 weeks before the start of term and be thoroughly pissed off with nursery that they can't offer me the 5 sessions because (I suspect) they are now signing up the more profitable under 3's.

LA's announce things very last minute a lot, about a number of different things.
Nurseries are surprisingly fully booked especially around now and depending on the place January for second intake, because of new kids starting. Nothing new or unusual.
