as a noun its offensive, as a verb its not so much. Did they call him a cripple or a crippled person, because they aren't the same thing?
Still could probably have used a better word. But its the Daily Fail, what do you expect?

I'm feeling today anyway. I was at dinner last night with women who said they couldn't bear to watch the Paralypics because the didn't want to watch "swimming dwarves".

I have avidly watched the coverage and been uplifted, humbled and moved to tears by the courage of the participating athletes. I simply cannot believe what I heard and have now seen.
