to want to move even when kids are happy

I moved back to this village because it had a good out of school club and my 2 best friends lived here. Now the out of school club is closed, 1 of my friends have moved and my neighbours are awful. I have been working as a child minder but not earning enough to make a living wage, its just too small a village, and cannot work outside the home as no one to care for DD2. If I move I would either make more money as a child minder or be able to get a child minder for DD2 and work outside the home. But DD2 (8) is adamant she doesn't want to move and DD1 (16) is keen to move but only to one other village. I am a council tenant and need a swap, so I will probably have to downsize too, as it is actually great house 3 bed and dining room, big garden. Nobody wants to come here though because it is in the middle of nowhere, so I will probably only get a swap to a smaller house or flat.

What do the neighbours do?

You should move if you want or need to. DD1 is on the cusp of being pretty independent, DD2 has benefited from a small village life while young and will easily adapt to wherever else you go (she's still young). If the village is not working socially or financially then all you have is a better house. Maybe compromise on house/flat to get a more interesting and rewarding life.

2 of my neighbours have lost their kids/had them removed because of alcohol abuse

You have several good reasons to move. A swap will undoubtedly take time to arrange, I'd get the ball rolling ASAP.
