bank has closed my account and taken £9

It's a business account ,and they have taken it upon themselves to close it because it was dormant
It hadn't been used for a while, but I need it to sort out my taxes, which is causing untold problems.
And the £9 credit balance has disappeared

Do I make a fuss about the £9?

Is the £9 to cover a charge for running the account? How long had it been dormant?

Yes - they should be able to re open it for you as long as you go into the branch

no, there's a £5 charge per month. When they closed it, it was £9 in credit
I actually paid £50 in to cover the monthly charges less than a year ago
