Can someone talk to me about the mobility side of DLA?

My friend has been told by his GP that now is the time to put in a claim for the mobility side of DLA.

Can someone tell me what he will have to go through to claim this. And what the upcoming changes to the benefit system mean. Will Universal credit change the criteria etc?

He has arthritis in his ankles and feet. He uses crutches to walk and has been told to avoid wheelchair as it will make the condition worse.
