So gallons of water continued to flow inside mine (and 100) other peoples apartments.

Am a little bit bitter and twisted about this as 6 weeks ago we had a major flood. Carpets and stuff ruined.
Main water pipe to blame (runs inside the apartments, just outside my flat on the 10th floor (my flat on the 9th floor).
So finally got it sorted, was waiting for new carpets this week.
Friday, 9.30pm another massive flood, same water pipe burst, same location.
Now furniture ruined as well.
What idiot would put a padlock on a cupboard that housed the stopcock? What idiot would not tell the night security officer where all stopcocks where housed in all of the apartment blocks?A
