yes i am petite i have ordered age 15-16 years they both fit cant decide

the ski jacket is alot warmer and more colourful
the navy one has fleece lining and is quite thin they both look nice

I prefer the first one. The second looks very much like a child's coat to me.

But we're just about to enter the last month of winter so is it worth buying a coat rather then managing with what you've been wearing so far?

The first one looks more grown up I would say - but if you like that style of jacket I'd try Millets or Mountain Warehouse; they'll be better quality and last longer, and they'll probably have some good deals at this time of year.
