aibu to think my son's father should be able to take him for his jabs

we separated a little over 2 years ago. my son needs his 2nd mmr jab, i am rushing it through as there has been a measles outbreak at his school and i am pregnant.
the app is today i have an essay due his dad agrees to take him, apparently he isnt allowed to as the NR parent he doesnt have the right. i have to be there and give my consent for him to have the jab.
he has PR why cant he take him to the jab? very odd.

Most places will accept a letter as consent. Ours accepts a phonecall as consent too.

It's an annoying situation but I can understand why they do it that way.

How do they know he is the NRP?

i am not sure. i assume because our addresses are different.
