Queeny Dh came up with this theory last night: Rosie gave Hugo the brush off last series (in the library if you remember) then he went straight back to Mille and declared love. When Rosie saw Hugo and Millie together she liked him again (as demo'd at the Masqued Ball as mentioned above). At that point, dh thinks it all kicked off.

I can't quite understand how the Gabby/Stalker stuff, which is so obviously completely set up, fits in with the Millie/Hugo stuff which is evidently very upsetting for Millie. And, yes, if Caggie knew it was Rosie that Hugo was with, why did she have tea with her without bitch-slapping her?
