To wonder why management never deal with shirkers?

Is it just me or is there always someone in every workplace who is quite happy to watch everyone else frantically pulling their weight for them whilst they relax and surf the net? They come and go as they please, delegate everything they possibly can and for some reason always get away with it!

I came across many many people in my Pre-DCs career who would establish a reputation for working hard/long hours and, once established, would then sit back and take advantage. That said, we all have times in our lives when we have other things going on and need to sit back a bit.

But you're right. Very annoying! Sympathies...

I don't know the exact circumstances exactly but from a management point of view I know this can be quite difficult.
We've had people who haven't pulled their weight and I've had their colleagues complain to me about them. As the shirker's manager it's not really appropriate for me to complain about them to others but I do pull them aside privately and have a word.
Also, depending on what they have or have not done, we have to tread quite carefully before firing someone. Everything has to be backed up and justified. You may well find your manager is just building a dossier of evidence and going through the warnings route.
