Garden of surprises at Burghley house in Stamford is great if yOu don't mind them getting soaked. Stamford is also good for a walk around the shops, not sure how many will be open today though
Ferry meadows in Peterborough has a water sports centre where you can hire a canoe, lots of things to play one couple of cages
What sort of thing are you looking for?

Rutland water?

Stamford is one of my favourite places.
Burghley house will be lovely today.
Take a picnic.

I second Ferry Meadows, especially if you get the steam train there from Nene Valley railway. Also Sacrewell Farm is lovely.

Butterfly Park in Long Sutton (south Lincs), if you want to venture in to North Norfolk you could go to Cromer (beach).
