there is, somewhere in the interweb world, a transcript of a meeting between David Nicholson and the Public Accounts Select Ctte in which he pretty much says outright that the 'cutting the bureaucracy' bit is so much hot air.

If all (or a substantial proportion) of PCT staff were made redundant, then the changes would (says DN) be unaffordable. The economics of it is based on the GP consortia basically taking on a lot of the people who already manage the commissioning process, and councils taking on those who manage most of the Public Health functions of PCTs. The idea that GPs would take on the commissioning and accountability functions personally is insane. They're busy! And GPs, not anything else.

They will employ people to do it, be that management consultancies (who are very busy positioning themselves in the market) or ex-PCT commissioners.

I signed a while back, but there are so many 'save out NHS' petitions around I think the effect of any one of them is being badly diluted.

why are we not seeing more about this in the media? Or am I just missing it all?

We need a UK version of Michael Moore. Someone who is able to spell all of this stuff out clearly for the average person on the street who may not read the liberal broadsheets and, therefore, be aware of the issues in question but who would care if they were better informed imo.
