Person in HR dept dragging their feet

I've requested a letter from someone in HR department at work, to confirm return to work date (I'm on maternity leave). It's for a mortgage application.

I asked her 8 days ago and she has not responded to a follow up email I sent yesterday. Shall I go above her head? It would probably entail telling the supervisor that this woman is not responding.

Phone her and see what she says. If she's not in, then it's appropriate to ask to speak to someone else in the office (which may be her supervisor) and get it sorted that way.
