to think that a backcombed bouffant is an inappropriate hair do for a 5 year old school hairstyle?

YABU it's only hair. As long as no one is forcing it on your DC it none of your concern.

School once did that to mine for a musical show. They were most impressed with the two-foot-wide sphere of dandelion fluff they got as a result. I was rather less keen -- took days to get a comb through it!

I dont see why particularly. It was off her face, not causing her any problems seeing the blackboard etc? (do they still have blackboards?)

My first thought would be "inconvenient" rather than "inappropriate" - but if it doesn't prevent her learning, or cause a health & safety issue, then I don't see any problem with it.

The only hair things that I think schools ought to bother about are keeping long hair out of the way for cooking or metalwork classes.
