This remined me of an awful incident that happened years ago as I was walking through the city, shopping, alone. It was summer, I had on a short skirt, bare legs, sandals. I noticed this woman walking towards me and staring at me. As she drew level she put her hand up my skirt and grabbed me and then, quick as a flash, carried on walking

I was flabbergasted. I stood in the middle of Buchanan Street, Glasgow, shouting at her back as she walked on. A few shoppers came to ask if I was alright. Was stunned for days after.

If she does it again, I would ask her what she is looking at. Sort of creepy.

Could there have been something trapped between them like a report you'd been working on? Maybe a small animal had crept in there for warmth and you hadn't noticed - a dormouse perhaps?

I was in a meeting yesterday where one of the attendees had a top so low on that i could see all of her bra. I couldn't help staring. It was just so bizarre (and unflattering). However hopefully you're not talking about me as you say the staring happened today!
