The age at which a woman/girl in Japan may have sex is 13.
In some other southeast asian countrys the age is 14 or 15 and in some countrys there is no age limit as long as the girl is married and in some countrys that can be as young as 8
If a man in England has sex with a 13 yr old he will be regarded as a pedo,but if he goes to Japan where it is legal should he be classed as a pedo? Or not because he is not breaking the law

Some things are "right" or "wrong" in all cultures and at all times. And having sex with someone pre-puberty is one of those things.

Having sex with someone who has gone through puberty but is below the legal age of consent is illegal, but the morality is more of a grey area, for exactly the reason you point out - it's not a constant between different cultures.

I don't see anything unnatural about one 15 year old shagging another, although I generally don't think it's desirable from either a getting your exams or not getting pregnant when you can't support a baby viewpoint.
That is different to anolder bloke deliberately trying to have sex with an under 16 year old, not because he loves anything about her personality etc but purely because of her age and the things he associates with youth eg malleability, innocence, gullibilty

I don't know. Surely the classification of being a paedophile is based on a preference for sleeping with children rather than the motivation (i.e. one wants a quick shag the other wants to marry).
I'd class him as a paedophile myself but then I'd also class every Japanese person doing the same thing as one also.
I can't understand the logic in classing them both differently for carrying out the exact same act. i.e. sex with a 13 year old.

When Gary Glitter was arrested in Vietnam and charged with underage sex I remember a newspaper articl that said if he had gone to Japan he would have not been charged because he was not breaking the law

I don't think the age of consent is what makes someone a paedophile. The age of consent is 12 in the Netherlands. However, this is for children of the same age having sex (interestingly, because of their openness about sex and superlative sex ed, people there generally lose their virginity much later than in other countries and they have a very low rate of teen pregnancy). An adult wanting to have sex with a 12 or 13 year old is a paedophile, regardless of the age of consent. Because, basically, it is not normal for adults to want to have sex with young teens. End of story.
