to complain about a workman pretending to be a bailiff??

I came home last week to find 2 men outside my house with clipboards. I had my 2 small dc with me, and they asked me which number flat I lived in. I was hesitant to tell them as tbh somehtign didn't seem quite right, but I told them and they said 'ah, you've not paid your phone bill if you don't pay us now we're going to cut you off tomorrow.'
Well, I pay by direct debit and I have read about a lot of scams recently so I told them to piss off as I knew they were scammers. Then, they said 'Actually love, we're contracters, we're replacing the telegraph pole opposite tomorrow so your phone line will be down for a few hours.' I then told them to show me ID, which they did, though they made fun of me for asking. I went inside quite shaken tbh, I am not in the best place right now and it doesn't take much to throw me.
The next day as I went outside to take dd to holiday club they joked loudly so I could hear that they'd better make sure they had their ID in case I asked for it again.
AIBU to complain? I would have done it straight away but I didn't like the thought of doing it while they were outside as I did find them threatening. I don't see why on earth they found it funny, and my road is mostly old people who would probably hand over the money to avoid any trouble

The police? I hadn't even considered that but actually I think you might be right. I worry that I was having a sense of humour bypass, but actually there is nothing funny about the way they approached me at all. Fuckers.

YANBU! What a couple of twats! Complain to their company as well as the police as others have said- as you say, other more vunerable people could easily hand over the money. Bastards!

I also agree that you should report this to the police. Not just for their intimidating behaviour towards you, but also because you can't be sure they won't do it again, nor can you be sure they haven't successfully used that tactic in the past.
