swollen and blistered lips at 21months?

My DD, 21months, suffers badly from eczema w(awaiting a paeditric appointment as the gp has run out of ideas) and itching is especially bad after the lawn has been mown or after a day in the country so I assume part of the eczema is the pollen is irritating her skin.
Today she woke up and her bottom lip was swollen with a deep blood red blister all the way along. Similar to what a newborn gets after a breast feed because of the suction only this was a deep red as opposed to white.
Throughout the day the blister turned a browny blue and started to peel off (aside from being irritated when she could feel the loose skin she wasnt really bothered.
As she's gone to bed she has puffy bags under her eyes and has a mild temperature.
I have bad hayfever with an itchy mouth and eyes so I wondered if this could be similar.
Any advice greatly appreciated.

My little boy had very bad eczema and drinking goats milk and using goats milk soap really helped. Hope she is better soon.
