Skin hypersensitivity.

Every year, in the spring or summer my dh has some sort of itchy skin initiated by insect bites. It usually starts on his legs and then spreads so that large parts of his body itch. He tries not to scratch but of course that's hard. He has tried anti-histamines and betnovate but neither works terribly well. Can anyone recommend anything else? Should he push the Dr for something stronger if such a thing exists? He tends to get v. bad sore throats from time to time as well and we were wondering if this was related (sensitive membranes inside and out)?
