14yo has very bad rashes/bumps

My 14yo son has clusters of rashes with bumps all around his waist and groin area, with some bumps having small black dots on the end and some not. He says it is not that itchy at all, but is sensitive to clothing. He has had it without telling me for around 5 days and i have had him take benadryl today. Is this scabies?

It’s hard to tell from the photos. Are the rashes all on one side of his body or are they on both the left and right side?
