My daughter is 10 and suffers with bad skin

Hi Everyone, I am brand new to mumsnet, so hello! My children are 12 and 10, but I have joined today to see if anyone can offer up any advice...
My daughter suffers from bad skin and has done from being about 5years old. I have taken her to the doctors and been told it's eczema, then another doctor said it was not and that she would likely grow out of it and another doctor basically insinuated that I was being a vain parent and potentially making my daughter paranoid.... this isn't the case I just wanted to know if it looked like she had an allergy or an issue that could be medicated.... anyway.... here we are and she still suffers with bad skin, she gets small whiteheads that appear on her cheeks and in her hair line and terrible blackheads on her chin. She just uses water with a very small amount of lavender oil in the water to clean her face with a flannel and aveeno moisturiser.
I'm just looking for advise, has anyone else had experience with this, my daughter is 10 so I feel she is too young to be using face wash or cleansers, however if anyone has any recommendations I am willing to give it a go! Thank you in advance x

Personally I don't think she's too young for skincare.

I took DD to the Bodyshop at 10 and let her choose her own.

Ahh ok, thank you. I have actually just bought an Aveeno oatmilk cleanser x
