Baby milk allergy/intolerance - or not?

Hi all
Just wondering if anyone else had a similar experience with uncertainty around an intolerance?

My 9mo was exclusively breastfed until 6m and continues to be breastfed alongside solids. I drink plenty of cows milk and there were no noticeable issues through the bm when that’s all she was having.
When we started solids at 6m I gave her porridge and other food with expressed bm the first couple of times when I didn’t have enough bum and topped up with cows milk, she had some spots around her mouth which disappeared quite quickly and maybe a little more wind than usual. She’s also had some eczema since birth but that’s lessened now. Checked with the health visitor about the milk spots at around 6-7m and they said it’s common for babies to find cows milk a bit hard to process so to carry on trying it.

To be honest since then I haven’t given her much cows milk as it put me off - she has yoghurt and cheese with no issues. I’ve also made a few recipes with cooked milk (cheese sauces etc) and nothing too noticeable although I find it hard to tell. My husband gave her some porridge again this morning and topped up with cows milk for the first time in ages and spots appeared again.

My issue is that aside from the spots I’m finding it hard to isolate what might be other cows milk reactions and what are just normal fussiness. Do you think this sounds like it might be a mild intolerance and what are the best next steps - go back to health visitor, go to docs, or just keep trying milk the the health visitor originally said??
