Eczema management 9 year old

This is a fairly new issue. Dd (9) also recently diagnosed with asthma.

She has patches of eczema on both arms, inner elbow. She saw gp just over 2 weeks ago and was given betnovate cream. We used this until eczema resolved, and then for 48 hours more. So a total of 6 days. She has had about 10 days with no steroid and just diprobase emmolient. And now it has flared again.

Gp was vague but I think she said just use the steroid for one week out of 4. But it's so red and angry again I have put betnovate on again tonight.

Is it worth trying other emmolients or any thing else I can try to stop the flare ups to minimise steroids? Am I meant to hang in there without giving steroids until 4 weeks has passed? That doesn't feel right to me. I can call gp again but have taken dd so many times in last few months and the advice has been a bit vague.
