10month old with unknown red blisters

My 10month old has had these red blister things from about 6 months .. She does have another drs appointment next week which is the 4th time I've been regarding the same issue... Does anyone know what they are ? She has them on her hands , face, and legs

do they come and go or are they there all the time?

They are basically always there but become very red and inflamed at times when they go down they turn into little white pimples . Last time I was given some hydrocortisone cream but I've read it shouldn't be used on the face

Also I have been told it's chicken pox and viral aswell
