Itchy eyes, and eczema rash - milk or pollen allergy?

My 14 mth old dd came out with itchy eyes and eczema skin rash this weekend. It's coincided both with a relatively high pollen count and us starting to give her full fat cows milk to drink. Could it be equally either of these or is one more likely to be the culprit?

What has she been drinking up til now? I would think milk allergy only if she had had ONLY breast milk up til now. Reckon if she's had formula and/or milk on cereal etc it is more likely to be the pollen. Could be lots of other things too - has she still got the rash?

yes she has still got it - also irregular patches of eczema. She's been having formula since about 8 months (now 14 mths), breastfed before that and I mixed from 8 mths on.

I've returned to giving her Aptamil instead of full-fat cow's milk and it seemes to have eased a bit but still there (but isn't formula modified cows milk anyway??) so it might be pollen count going down??

Yes it is Hex that was my point about the cow's milk.
I don't really have any advice as we just live with excema and a milk guzzling toddler! It is a very bad time of year for itchiness though....
