Does anyone know of a transcribing tool that doesn’t use AI by any chance?

All transcribing uses either AI or humans. and the humans are expensive.

we use ELAN (free german software) for students to do detailed video coding of human conversation.

Also, Whisper is an AI transcriber which you can run locally if you have a powerful computer (no GDPR issues) but the accuracy is not perfect - again, you need to spend a lot of time on checking things
