I refreshed my Top News Feed and a Frenchman popped up. Why?

I don't know him and have no apparent connection to him. And when I refreshed the page again, he'd gone. Why would that happen?

It happened to me earlier some random chap popped up .then disappeared

Oh, it's just happened again. Someone from Newark, NJ has just popped up Does that mean I might be popping up all over the place as well?
