It is a bit grim but there are ways of saying it without using 'chav'. Anyhoo according to DS#1 chav is a fashion trend like goth or emo. To do with sports wear and spiky hair. Not sure where they stand on cars.

I think the word 'hideous' would do it

I think the term "chav" is acceptable when refering to the z listers. It is only offensive when used to describe ordinary folk.
